The external module in the Journal Archiving and Interchange DTD. The DTD (comprised of this module and the DTD module itself) calls this module and many of the other modules in the Archiving and Interchange DTD Suite.
Sets up the Parameter Entities and element class definitions that will be used to establish the content models and attribute lists for the DTD being defined. Note: must be called after the Module to Name the Modules (%modules.ent;) but before any other module).
